Just found this tutorial on Indonesia forum that came from Google also how to create a VCC, follow this step by step to get your VCC Card. what you "MUST" have is 1 Credit Card Mastercard or Visa and here's the instruction
1. Go here and Register your self http://entropay.com
2. Follow step by step until you input your Credit Card detail
3. Your Credit Card must have balance on it to add on your VCC when the process is complete
4. But first, in your CC must have at least $20 ( there's additional charge 4,5%)
5. Your Account ready,... if you have much balance you can create VCC as you want to
6. Most of VCC is sale about $7 or $6, so keep your mind on that :D
